Essar drops Jamnagar Plan

Mumbai-based infrastructure conglomerate Essar group has withdrawn its plans to build a 1,125 hectare Special Economic Zone (SEZ) in Jamnagar (Gujarat) because of the adverse economic environment, a commerce ministry official said.

The proposal was to set up a 16-20-million-metric-tonne-a-year petrochemical refinery at an investment of Rs 15,000 crore, one of the largest SEZ proposals, according to information available on the company’s website.
The Essar SEZ had received “formal approval”, a second-stage approval that means the project had land in its possession (an earlier stage is when SEZs receive “in-principle approval”, when their plans are approved but the land has not been acquired).
Essar did not respond to an email questionnaire asking why it had withdrawn and seeking details of its alternative plans.
The development comes soon after India’s largest realtor, DLF Ltd withdrew a “notified” SEZ in Delhi owing to doubts about its financial viability. Notification, which is the final approval for any SEZ application, makes the zone eligible for tax benefits under the SEZ Act of 2005.
Essar’s project was, however, already facing a controversy over the declaration of land.
In August this year Essar had requested the Board of Approval (BoA), an inter-ministerial approval body for these tax-free enclaves, to reduce the area of the SEZ to about a fifth of the originally proposed 1,125 hectare. Essar also wanted the zone re-classified from its original multi-product classification to one for petrochemicals and petroleum.

The department of revenue, which has a representative on the BoA, said the zone did not have the land in its possession and wanted to know how the zone received formal approval in these circumstances.
In its meeting on August 1, the BoA, which is chaired by Commerce Secretary Gopal K Pillai, had decided to examine the possibility of the developer misrepresenting facts.
The SEZ is located at a region where about 70 per cent of India’s imported crude lands through oil tankers. Essar already has a 10.5-million-tonne-a-year refinery at Vadinar in the area. Jamnagar also houses Reliance Industry Ltd’s 29-million-tonne SEZ-based refinery and 33-million-tonne export-oriented unit-based refinery.
Essar’s other SEZs in Gujarat include a 247-hectare engineering SEZ in Hazira, which is currently being developed.

Jamnagar a city of Brass parts Brass components Brass screws Brass fasteners etc will soon have a new refinery.Reliance Industries is now on the verge of a quantum leap in one of its several growth platforms, energy, Chairman and Managing Director Mukesh Ambani said here on Thursday.

“Two large projects, founded on the energy growth platform, will be commissioned in the second half of this financial year. They will mark a historic milestone in Reliance’s leap to global heights,” said Mr. Ambani while addressing the company’s Annual General Meeting (AGM) here. According to him, the Jamnagar refinery will create the largest refining site in the world. Commissioning of oil and gas production systems will make Reliance one of the largest deep-water international oil and gas companies in the world. In addition, the East-West pipeline gas transmission system, built by Reliance Gas Transportation Infrastructure Limited, will connect Indian towns and cities with its gas resources.

Mr. Ambani said, “gas sales, which will commence this year, will be at a wellhead price equivalent to $25.2 per barrel of crude oil as compared to the current market price of $135 a barrel of crude oil.”

Four years ago, Reliance embarked on setting up petroleum retail outlets all across the country. And it garnered a 14 per cent share of the diesel market in India in a short time.

“However, as crude oil prices began to rise dramatically to a record high, the Union Government decided to provide subsidies only to the public sector petroleum retailing companies. Absence of a level playing field between private and public sector petroleum retailing companies gave rise to an unviable situation. Therefore, Reliance had no alternative but to suspend sales of petrol and diesel from its retail outlets, especially because of the high price environment,” Mr. Ambani said.

However, he stated that, Reliance remains committed to the long-term potential of the petroleum retail business, both in India and overseas.

RIL to complete Jamnagar Refinery well before schedule

Reliance Petroleum Limited (RPL) on Wednesday announced to achieve its target of completing world’s sixth biggest refinery being constructed on Special Economic Zone at Jamnagar well before its decided schedule.
The Company in a released statement has announced that it has achieved 90% completion of its 5,80,000 barrel per day export-oriented refinery ahead of its decided schedule of December 2008.

The two most common taper pipe threads used in the United States are NPT and NPTF. Applications range from electrical conduits and hand railings to high-pressure pipe lines that carry gas or caustic fluids. NPT threads are for mechanical or low-pressure air or fluid applications and require the use of sealing compounds like Teflon tape, to provide the seal. When the application is more critical, and the sealing compound may fail due to high heat or pressure, NPTF Dryseal threads are used. This mechanical seal is produced by the mating and slight crushing of the threads when a wrench is applied to tighten the fittings.
Visually, both threads appear to be identical. Both have a ¾” taper over one foot of length. However, there is a subtle difference in the thread form that differentiates the two. The major and minor diameters of both threads differ slightly. With NPT threads, after a wrench is applied, slight spaces at the major and minor diameters may exist that would allow the assembly to leak and therefore a sealing compound is used to fill any gaps. On the other hand, NPTF threads are designed to ensure that sufficient crushing of the entire thread form will take place to produce a mechanical seal.
How does the difference in thread forms effect the tooling used to produce NPT and NPTF threads? Taps are available for both NPT and NPTF threads having the appropriate form to produce each type of thread. Since NPT threaded parts require sealing compounds, it is acceptable to use an NPTF tap for NPT applications. However, NPT taps cannot be used for NPTF applications, as it will likely produce a thread that will leak. The same is true of external threads. In most cases the tap drill is the same for both forms.
The most significant difference in the two threads is the inspection required. Since sealing compounds will be used for NPT threads, only a single plug with a step, known as an L1 plug (internal thread) or a single thin L1 ring (external) are required to check size. However, since the taper and the position of major and minor diameters are so critical to the sealing of NPTF threads, the additional threads in the assembly known as L2 and L3, and the major and minor diameters are inspected with either special plug or ring gages.

Giving in to industry demand, the government of India announced one-year extension of income tax holiday for Export-Oriented Units (EOUs) under section 10B of the Income Tax Act. RIL is expected to be one of the biggest beneficiaries of this move as it has converted its refinery into an EOU only last fiscal. The government, which had remained silent on the fate of the scheme in the budget, will now move an amendment in the Parliament. The exporting industries, which have been hit by rising input costs and an appreciating rupee, had been demanding the extension of the scheme for a while.

Essar Group plans a polypropylene unit in Jamnagar

Essar Group, a Gujarat based private refinery in India has plans to set up a polypropylene unit in Jamnagar.The project is still in its nascent stage and therefore the exact size and amount of investment for the venture has not been determined yet.Sources confirmed that the plant is likely to come up in the special economic zone of the company in Vadinar, an all weather deep-draft natural port on the west coast of India. Over 60 percent of crude oil imports to India land in and around this region. The plant is likely to get positioned near the grassroots refinery of the company in Gujarat which has a capacity to produce 10.5 million tons of per annum.The project on its completion is expected to produce Euro II and Euro III grades of petrol and diesel. Moreover, with mid-stream upgradation of processes and technologies, the refinery will have the capability to process the most sour, acidic and heavy crude oil.As of now, the group is in talks with two companies for a possible tie up for the plant.
